Good practice 2: Advisory Board for Ethnic Relations ETNO

Finland

Summary assessment: ETNO stands out as a well-institutionalised practice of multi-level governance delivered through co-designed multi-annual programmes. It displays a stable national and regional structure with a strong vertical coordination, as well as broad stakeholder participation and decades-long institutional continuity. Thanks to all this, ETNO has played a role in influencing Finnish legislation, including the country’s current integration policy, and in shaping political and public debates. At the same time, ETNO’s larger impact can be somewhat limited by its non-binding nature, slightly limited stakeholder representation, and narrow resources.Council of Europe (2023)
